This division provides technical direction for the campus, which consists of development of the utility master plan; project management of selected utility- and engineering-related projects; site planning and design reviews for capital projects; building HVAC system re-commissioning; HVAC, electrical, plumbing, and civil design of minor projects; facility condition surveys; construction inspection; trouble-shooting and problem solving assistance for the Maintenance & Planning Division; and building energy management system operation. The division also provides engineering design standards for campus construction. These are used as the guidelines for document review and construction inspections.

As part of the energy services focus, existing buildings are re-commissioned to optimize building performance and energy conservation. This service provides comfortable environments for our customers and reduces energy consumption. This work has already demonstrated significant energy savings as measured by building utility metering systems.

Services and Fees

Facilities Management's Engineering and Energy Services Division is funded from both I&G (65%) and revenue earned as an Internal Service Unit (35%). It is imperative for us to earn revenue to maintain our staffing expertise and capacity.

  • Commissioning- an approximate fee of 0.45% of Maximum Allowable Construction Cost for commissioning efforts at the 'Enhanced' level identified by LEED.  Reduced service requirements will lower this fee.
  • Planning/Programming- E&ES encourages their involvement in the up-front project planning and scoping process.  Two hours of consultative effort will be provided on each project without charge.  Beyond that, our hourly rate will apply to non-I&G, Auxiliaries and Branch Campus projects.  A not-to-exceed amount may be established.
    • The customer must submit a work order request through the iServiceDesk, providing their billable index before we proceed with services that exceed the two-hour minimum.
  • Design Reviews- E&ES hourly fee at current rates will be charged for non-I&G projects (based upon overall building I&G percentages).  This also includes all Auxiliaries and Branch Campuses.
  • Controls Programming and Graphics-a fixed fee will be established on every project involving the installation of Digital Control systems, even when outside control contractors perform the actual installation work.
  • Controls Installation- a fixed fee will be established on the typically smaller projects wherein the controls' installation work will be completed in-house.
  • Support Contracts - a fee estimate and fixed annual fee for support of non-I&G or branch facilities will be available for Engineering and Energy services so a work order can be established.
